Yesterday, 25 August, the first extended meeting of the State Enterprise Ignalina Nuclear Power Plant (INPP) and establishments participating in the decommissioning projects was held on the initiative of INPP Management. The representatives of the Ministry of Energy, Central Project Management Agency, European Bank for Reconstruction and Development, State Nuclear Power Safety Inspectorate (VATESI), Radioactive Waste Management Agency (RATA) and Radiation Protection Centre (RSC) participated in the meeting.
During the meeting INPP representatives presented the principles and methods of the nuclear power plant decommissioning projects implementation. The decommissioning projects progress and problems, which projects executors face, were presented. The participants discussed possible efficient and cost-effective cooperation models that would help to implement INPP decommissioning projects in time.
The Director General of Ignalina NPP Osvaldas Čiukšys noted that all of us have the same objective, i.e. to implement INPP decommissioning projects as fast and efficiently as possible. According to him, for the purpose of this objective fulfillment we have one time-proved tool – cooperation of all stakeholders.
The participants of the discussion emphasized importance and usefulness of such meetings. It was agreed to arrange such meetings in the future, giving more consideration to solution of problems of a particular type.

IGNALINA NPP HAS SIGNED THE CONTRACT WITH AN INTERNATIONAL LAW FIRM FOR CONSULTING SERVICES
Today, on August 11th, the State enterprise Ignalina nuclear power plant has signed the contract with the international law firm Taylor Wessing for consulting services.
At the end of May 2010 the INPP initiated an international open tender for an assessment of the implementation of main INPP decommissioning projects B1 (Interim Spent Fuel Storage Facility) and B2/3/4 (Solid Waste Management and Storage Facilities) and the provision of related consulting services.
The firm Taylor Wessing, that gained the tender, had met all INPP requirements and provided the best value proposal.
IINPP management expects the Taylor Wessing specialists to submit the assessment results of B1 and B234 project contracts drown up according to the laws of England by the end of September, in order to ensure appropriate implementation of the projects.

IGNALINA NPP BEGINS OPERATION OF MATERIALS RADIOACTIVITY MEASUREMENT FACILITY
On 16 August SE Ignalina Nuclear Power Plant (INPP) begins operation of materials radioactivity (free release) measurement facility (Project B10).
This facility will centrally determine the level of contamination by radionuclides of materials formed during dismantling of the power plant. The equipment necessary to measure radioactivity of materials was installed in the facility: facility of metal containers and casks with waste total gamma activity measurement, spectrometer facility intended for the measurement of radioactivity of metal containers and casks with waste, mobile spectrometer facility intended for the measurement of activity of large-size facilities, etc.
If contamination of materials by radionuclides does not exceed free release levels (determination of conditions of reuse of radionuclides free release materials and waste removal is regulated by the environment normative document LAND 34-2008), those materials will either be eliminated to the simple dump or reused without application of radiation safety requirements. Such waste handling is economically efficient and does not harm the environment.
On 13 August before the beginning of operation this facility will undergo the last tests.
The project was implemented by Consortium VF a.s. (Czech Republic) and ENVINET a.s. (Czech Republic), the contract with which was signed 11 December 2006. General building contractor was CJSC Budsava (Lithuania).
The price of the project is 13 335 943 litas (ˆ3 862 000). The project was financed from Ignalina International Decommissioning Support Fund administered by the European Bank of Reconstruction and Development.

COMMENT OF IGNALINA NUCLEAR POWER PLANT
Ignalina Nuclear Power Plant (INPP) welcomes the conclusion of the contract for INPP Interim Spent Fuel Storage Facility construction (Project B1) between “Nukem Technologies” and its new Subcontractor CJSC “Vėtrūna” and hopes that upon conclusion of the contract the new Subcontractor will immediately commence carrying out the full scope of work related to implementation of Project B1.
Nukem Technologies” and its new Subcontractor CJSC “Vėtrūna” have to adopt all necessary measures in order to mobilize all available human and financial resources for resolution of delays, so that Project B1 would be completed on time, on July 22, 2011.
We hope that both “Nukem Technologies” and its newly hired Subcontractor will fulfill their obligations regarding two principal Ignalina Nuclear Power Plant Decommissioning Projects – construction of the Interim Spent Fuel Storage Facility (Project B1) and construction of the Solid Waste Treatment and Storage Facilities (Project B3,4).

IGNALINA NUCLEAR POWER PLANT INFORMED EC AND EBRD ABOUT THE SITUATION RELATED TO PROJECT B1
On July 22, SE Ignalina Nuclear Power Plant (INPP) Management received from “Nukem Technologies” the letter confirming, that Ignalina NPP had done everything it could have done, so that “Nukem Technologies” and its new Subcontractor CJSC “Vėtrūna” could continue carrying out the work related to implementation of Project B1 (construction of the Spent Fuel Storage Facility). We would like to remind that INPP performed all procedural actions and informed “Nukem Technologies” about it in writing as early as July 10.
Today Head of Ignalina NPP Osvaldas Ciukcys informed in writing the Director of European Commission Energy Directorate Nuclear Energy Department Peter Faross and Head of EBRD Nuclear Safety Department Vince Novak, that despite the obligations, assumed by the Contractor during the expanded Ignalina NPP and “Nukem Technologies” management meeting on July 9, to mobilize all available human and financial resources in order to resolve the current delays in implementing Projects B1 and B2/3/4, the work related to implementation of Project B1 is still not being carried out in full.
The letter highlights that Ignalina NPP Management hopes that the contract between the Contractor “Nukem Technologies” and new Subcontractor “Vėtrūna” will be signed in the nearest future.
According to Ignalina NPP Director General O. Ciukcys, Ignalina NPP Management has always demanded and will further demand, that “Nukem Technologies” and its new Subcontractor CJSC “Vėtrūna” adopt all necessary measures, so that Project B1 would be completed on time.

EXPANDED IGNALINA NPP AND NUKEM TECHNOLOGIES MANAGEMENT MEETING WAS HELD
Today, on July 9, the expanded Ignalina NPP and Nukem Technologies Management meeting, initiated by Ignalina NPP Management, was held (to date, only bilateral meetings between Ignalina NPP and Nukem Technologies managers were arranged), and Vice-Minister of Energy Romas Švedas, Director of European Commission Energy Directorate Nuclear Energy Department Peter Faross, Head of EBRD Nuclear Safety Department Vince Novak also attended the meeting.
The meeting covered discussion of the state of Projects B1 (Interim Spent Fuel Storage Facility) and B2/3/4 (Solid Waste Management and Storage Facilities), which are being implemented by Nukem Technologies, and existing implementation problems. The meeting attendees visited the sites, where both projects are being implemented.
Ignalina NPP Director General Osvaldas Ciukcys once again emphasized the requirements, set out during the bilateral meetings with Nukem Technologies, that Nukem Technologies had to submit the realistic and feasible completion schedule for Projects B1 and B2/3/4. Also, Nukem Technologies was requested to submit the work performance programme, aimed at reduction of delays and supplemented with the evidence that the programme developed by them would mobilize all available human and financial resources for resolution of the existing Projects B1 and B2/3/4 delays.
According to the opinion of both the Head of Ignalina NPP and guests-participants, EU tax payers’ money, as well as Lithuanian tax payers’ money, allocated for implementation of Ignalina NPP decommissioning projects, cannot become a tool for solution of financial problems of individual enterprises, and Ignalina NPP decommissioning projects cannot become hostages of someone’s inability to implement projects of this kind of scope. Ignalina NPP’s position is not to be changed – money will be paid only for the completed work.
The meeting also included discussion of the new Subcontractor CJSC “Vėtrūną”, which would become the Nukem Technologies Subcontractor instead of the Subcontractor CJSC “Ranga IV”, hired for B1 implementation. INPP Management pointed out that Ignalina NPP’s position is not to be changed – replacement of the Subcontractor cannot be a reason for the General Contractor not to fulfill the contractual obligations. In the meeting it was emphasized that both Nukem Technologies and its newly hired Subcontractor, getting down to work on the new project, had to assess realistically and responsibly their capabilities to implement both principal Ignalina Nuclear Power Plant decommissioning projects (B1 and B2/3/4) at the same time.

THE INTERNATIONAL SCIENTIFIC SYMPOSIUM OF YOUNG NUCLEAR SPECIALISTS WAS HELD AT IGNALINA NUCLEAR POWER PLANT
The 11th International Scientific Symposium of Young Nuclear Specialists “Youth, Nuclear Power, Future” was held at State Enterprise Ignalina Nuclear Power Plant on 28th June 2010.
The event attendees presented their reports on decommissioning of the nuclear industry facilities and nuclear fuel management related issues, as well as on other for the nuclear power sector enterprises relevant topics. The meeting attendees highlighted how significant it would be to arrange such meetings in the future since it would be a wonderful opportunity for specialists from various countries to share their experience, improve cooperation, and discuss all nuclear energy sector relevant issues.
Young specialists from Lithuania, Iran, Romania, Bulgaria, Hungary, Ukraine and Russia attended the Symposium.
Traditionally the Symposium was held in the context of the International Youth Nuclear Festival “Dysnai” which had already been organized for the 23rd time in Lithuania.
