2012-01-04 Relevant Comment

Lately particular statements and comments have appeared in public space on the potential resumption of the activity of Unit 2 of State Enterprise Ignalina nuclear power plant (INPP). In order to disprove these populist statements which in reality are faulty and misleading not only for Visaginas community but can also be controversially understood by international community, we would like to bring in mind that:

- The contractual obligations of Lithuania and the European Union on the decommissioning of the Ignalina NPP are stated in Protocol No 4 of the Treaty of Accession and in compliance with its commitments Lithuania pursues to safely and timely decommission Ignalina NPP.

- On November 2009, Government of Republic of Lithuania passed the resolution No 1448 „Regarding State Enterprise Ignalina Nuclear Power Plant Unit 2 Shutdown“ and Ministry of Energy was delegated the task to ensure the shutdown of Ignalina Nuclear Power Plant Unit 2 by 31 December 2009. Unit 2 was suspended.

- Presently, SE Ignalina nuclear power plant in accordance with the conditions of State Nuclear Power Safety Inspectorate's (VATESI) license No 2/2004 is pursuing the decommissioning of Unit 2 of the power plant. Annex of this license contains Decommissioning Project for INPP Unit 2 Final Shutdown and Defuelling Phase that has been agreed with Ministry of Health, Ministry of Environment and VATESI. This annex defines systems that are unnecessary in the phase of defuelling, therefore, at present some of them are being dismantled. Specific equipment is being dismantled only after agreeing relevant documentation with VATESI.

INPP decommissioning activities are underway according to the approved Final Decommissioning Plan (FDP) and it is expected to achieve a „brown field“ end-stage in 2029 - arrange power plant's environment in a proper way so that it would be possible to rehabilitate its territory and develop economic activity preserving buildings and infrastructure that can be used.
