State Enterprise Ignalina Nuclear Power Plant (hereinafter – INPP) invites design companies to participate in a market consultation aimed at assessing market capabilities and collecting proposals for the procurement of Reactor Waste Interim Storage Facility (hereinafter – RWISF) design services.
The decommissioning of the Ignalina Nuclear Power Plant is a unique and the most complex environmental project in Lithuania's energy history. Currently, INPP is preparing for one of the most challenging stages of this megaproject – the dismantling of reactor zones, which will generate significant amounts of radioactive waste. To ensure the safe management of this waste, it is necessary to construct the Reactor Waste Interim Storage Facility (RWISF), where the waste will be stored until a deep geological repository is established.
The RWISF will store radioactive graphite and steel waste generated from the dismantling of reactor units, as well as radioactive concrete waste and used sealed sources generated during the decommissioning of the power plant.
INPP plans to announce a public procurement procedure by the end of this year for the acquisition of services necessary for the design of the RWISF. The supplier awarded the design services contract will be required to design the RWISF as an extension of the Solid Radioactive Waste Treatment Facility building, prepare the reconstruction project and documentation, carry out necessary investigations, provide consulting services, and oversee the project. The design of the facility is expected to be completed by the end of 2029, with construction works starting in 2031.
The market consultation will take place until June 27, during which potential suppliers will receive detailed information on the planned procurement, including technical requirements, project scope, timelines, and other important conditions.
The objective of the market consultation is to collect suppliers’ proposals regarding the RWISF concept, understand market pricing and service conditions, and gather feedback to improve the procurement process.

The invitation to participate has been published in the Lithuanian Central Public Procurement Information System (CVP IS). The platform contains the market consultation documents – the technical specification of the planned procurement and its annexes, the terms of the public procurement documents, and the market consultation questionnaire.
