On 11 October 2020 a Tender for the „Public Procurement of Works for the Construction of the INPP Near Surface Repository for Low- and Intermediate-Level Short-Lived Radioactive Waste (Construction Stages I/A, II/A) and Design, Construction and Connection of the External Rainwater Drainage Networks to the INPP Infrastructure“ was re-announced.
The tender has already been announced by this year. However, all proposals received exceeded the amount of funds allocated for the Procurement and no contract was signed. The tender was re-announced after evaluating the conditions of the tender, the budget for the purchase. The deadline for submission of proposals is 2021 January 11
The low and intermediate level short-lived radioactive waste surface repository will consist of three reinforced concrete modules, which will be able to hold up to 100,000 m3 of final packages of radioactive waste (concrete containers with cemented radioactive waste). Radioactive waste will be stored in The Near Surface Repository until 2038, until all INPP decommissioning works have been completed and all radioactive waste treatment has been finished. As part of this Tender, the entire infrastructure of the repository and two modules of the three planned basements will be built, which will allow to place about 70,000 m3 of packages with radioactive waste. The construction of the third group of vaults will be decided at a later stage of INPP decommissioning.
The Near Surface Repository will be constructed at the Stabatiškės site in Visaginas municipality near other INPP radioactive waste management facilities. The INPP will carry out the construction of The Near Surface Repository, its operation and active supervison for 100 years after its closure, will provide its physical security, and will also perform necessary maintenance works. During passive supervision (for a period of at least 200 years after the active maintenance period of a closed repository) the use of land will be limited on the territory of the repository.
The safety assessments performed at INPP have shown that such method of management of low and intermediate level short lived radioactive waste is reliable and complies with the best international practice.
Such repositories are operated in many countries of the world where nuclear energy has been developed (Spain, France, Slovakia, the United Kingdom, Sweden, Russian Federation, Japan, the USA and other countries), and similar projects are currently being developed in Belgium, Lithuania and elsewhere.
