Third day of suppliers organized by INPP

On 15 September 2020 an event was held at SE Ignalina Nuclear Power plant (INPP) to present the planned INPP public procurement in the fields of design and construction work.

The participants of the event were provided with general information on the design work carried out and planned by the INPP, their specificities and challenges. During the presentation, Public Procurement Office provided recommendations for successful participation in public procurement. Procurement and Contracts Division (PCD) specialists explained the essential procurement conditions that suppliers need to be aware of when preparing tender proposals and related documents at different stages of the procurement process. The rapporteurs also highlighted the frequent errors made by potential suppliers and how to avoid a number of failures in the submission of proposals.

Following the presentation of the agenda of the event, the main issues for the planned organization of procurement were discussed:

  • Radioactive waste packages disposal campaign work at the INPP Landfill facility for short-lived very low-level radioactive waste (B19-2);
  • Construction work of INPP Near surface repository for low and intermediate level short-lived radioactive waste (I/A, II/A construction stages), as well as design, construction and connection to the existing infrastructure of the external rainwater drainage networks (B25);
  • Decommissioning work of Maišiagala radioactive waste storage facility;
  • INPP structures demolition work and design services;
  • Supply of the product important to safety;
  • Organization of the public procurement at INPP.

Representatives of the following 20 companies participated in the event: UAB “In Fatis”, UAB “Merko statyba”, UAB “Baltijos informacinės sistemos”, UAB “TECOS”, UAB “Ginstata”, UAB “Veikmės statyba”, UAB “Dauniškis ir Ko”, State research institution Center for physical sciences and technology, UAB “Švykai”, UAB “Kalvasta”, AB “Požeminiai darbai”, UAB “Eikos statyba”, UAB “Inti”, US Embassy Economic Division, UAB “Prorentus”, UAB “Mitnija”, UAB “Baltic Radiation Control”, UAB “TEC Industry”, UAB “Vilniaus betono demontavimo technika”, CPMA representatives.

“We would like to develop good practice by informing potential suppliers in advance about the planned procurement, thereby encouraging them to participate in procurements performed by INPP. Of course, the direct communication (in the context of market consultations or similar events) with representatives of the various companies helps to immediately find out the lack of information, and events of this kind are planned for the future. We also invite all interested persons in the procurement to submit comments, proposals and questions on improving public procurement or optimizing procedures. To facilitate this, we have created an online questionnaire – the suppliers are always welcome to share their experience or make proposals. The publicized technical specifications for planned procurement may also be improved following specific comments from suppliers”, – said Sabinas Cycarevas, the Head of PCD of INPP.

“For potential suppliers who will be unable to attend events of this kind for various reasons, we are planning to provide it in video format in the near future. Interested parties will have remote access to recommendations for the successful participation in INPP procurement”, – informed Sabinas Cycarevas.

After the main part of the event, the representatives of the companies visited the INPP Information Center, where they got acquainted with the history, operating principles and current activities of the power plant, as well as viewed the INPP unit model, the fuel assembly model, the spent fuel storage container CASTOR model and the models of repositories for radioactive waste, as well as they had possibility to view the units premises in real time by the special equipment.
